# When Change Stalls in the Middle: Turning Strategy Into Team-Level Clarity

By  [Levvel Insights Team](https://levvel.ca/perspectives/author/levvel-insights-team)  ·   3 minute read

The strategy makes sense.

Senior leaders have aligned on the direction. The organization knows where it wants to go. The key messages are approved, and the change is ready to move forward.

Then it reaches the team level.

People start asking practical questions. What does this mean for my role? What changes first? What should I be doing differently? Which priority comes first when new expectations compete with old ones?

Right in the middle of those questions is the manager.

Middle managers play a critical role in turning strategic direction into something employees can understand and apply in their day-to-day work. When managers have the clarity, skills and support to do that well, change keeps moving. Without them, momentum can disappear quickly.

## **Strategy still needs translation**

A strategic vision gives an organization direction. Employees experience that strategy through process changes, responsibilities, systems and expectations.

Someone must connect the two.

Managers are often expected to take an organization-wide message and explain what it means for a particular team.

That translation doesn’t always happen as clearly as senior leaders think. McKinsey & Company found that “senior leaders are nearly 20 percent more likely than people in other roles to believe that their transformation’s goals have been adapted for relevant employees across the organization.”¹

A strategy can feel clear at the executive level while employees are still wondering what changes when they sit down to work tomorrow.

## **Where change starts to lose momentum**

Change can stall when managers receive information without enough context to lead with it.

They may understand the overall goal but struggle to explain what success looks like for their team. Priorities may be unclear. Questions come up that they can’t answer. Different managers begin interpreting the strategy in different ways.

Teams hear inconsistent messages. Employees compare notes across departments. Questions multiply.

And let’s be realistic - workplace speculation has never needed much encouragement.

Managers need enough clarity to explain the change in practical terms, address concerns and help employees understand what’s expected of them.

## **Managers make strategy real**

Managers are close enough to the work to see how change is actually landing.

They hear employee questions. They notice where new expectations conflict with existing work. They see where uncertainty, confusion or resistance is beginning to build.

That makes them an important connection point between organizational strategy and employee experience.

It also means that the way managers show up matters. McKinsey research found that “86 percent of leaders claim to role model behavioral changes, but only 53 percent of the people who report to them agree.”²

Managers need the skills and support to communicate consistently, model the expected behaviours and recognize adoption risks early.

They also need a clear way to bring feedback back through the organization. When questions and concerns can move upward, leadership and change teams have an opportunity to clarify, adjust and respond before smaller issues become barriers.

Less noise. More consistency. A clearer path from strategy to action.

## **Help your managers turn strategy into action**

[Levvel’s Leading Change Program](https://levvel.ca/leading-change-program) is designed specifically for middle leaders and managers.

The practical program helps participants translate strategic vision into meaningful team-level action, communicate clearly, identify adoption risks, reinforce new ways of working and build the confidence to lead their people through change.

## Frequently Asked Questions

### Why are middle managers important during organizational change?

Middle managers connect organizational strategy with day-to-day work. They help employees understand what the change means for their roles, priorities and teams while providing leadership with valuable feedback about how the change is being received.

### Why does change sometimes stall at the manager level?

Change can lose momentum when managers don’t have enough context, clear expectations or practical tools to translate strategy for their teams. This can lead to inconsistent messages, unanswered questions and confusion about what employees need to do differently.

### How can organizations help managers lead change effectively?

Give managers a clear understanding of the strategy, expected team-level outcomes, practical communication tools and ways to identify and escalate adoption risks. Training and ongoing leadership support can help managers communicate, model and reinforce change consistently.
